Indonesia Import Documentation Checklist
Importing to Indonesia requires careful documentation. Missing or incorrect documents are one of the top reasons shipments get held at customs. Here's the complete checklist.
Core Shipping Documents
Every import shipment to Indonesia needs:
- Commercial Invoice — Must show seller, buyer, product description, quantity, unit price, total value (CIF), Incoterm, and payment terms
- Packing List — Detailed breakdown of packages: weights (gross/net), dimensions, contents per package
- Bill of Lading (B/L) or Airway Bill (AWB) — Transport document showing shipper, consignee (must be a licensed Indonesian entity), port of loading/discharge
- Insurance Certificate — Proof of cargo insurance covering the shipment value
Customs Declaration Documents
- PIB (Pemberitahuan Impor Barang) — The official Indonesian import declaration, filed electronically through the INSW portal by the Importer of Record
- RKSP (Rencana Kedatangan Sarana Pengangkut) ��� Arrival manifest submitted by the shipping line before the vessel arrives
Tariff & Origin Documents
- HS Code Classification — 8-digit Indonesian tariff code (BTKI) for each product
- Certificate of Origin (SKA/COO) — Required to claim preferential duty rates under Free Trade Agreements. Must be issued by the exporting country's authorized body (e.g., Chamber of Commerce)
- Form D (ASEAN), Form E (China), Form AK (Korea), Form AANZ (Australia/NZ), Form IJEPA (Japan) — Specific origin forms per FTA
Regulatory Permits (Lartas)
Depending on your product, you may need one or more of these before the goods arrive:
- BPOM Registration (ML Number) — Food, beverages, cosmetics, pharmaceuticals, health supplements
- SNI Certificate — Products with mandatory Indonesian national standards (electronics, textiles, building materials, toys)
- Quarantine Certificate — Animal products, plant products, food items (from Barantan)
- SDPPI Type Approval — Telecommunications and radio-frequency devices
- Kemendag Import Permit — Certain controlled goods under Ministry of Trade regulation
- BKPM Recommendation — Capital goods and machinery under investment programs
- Kemenkes Import Recommendation — Medical devices, pharmaceutical ingredients
Additional Documents (Situational)
- Pre-Shipment Inspection Certificate — Required for certain goods under government inspection programs
- Halal Certificate — Required for food, beverages, cosmetics, and pharmaceuticals (from BPJPH-accredited body)
- Fumigation Certificate — Required for wood packaging materials (ISPM-15)
- Material Safety Data Sheet (MSDS/SDS) — Required for chemicals and hazardous materials
- Product Registration Certificate — For certain electronics and household appliances
Common Documentation Mistakes
- Consignee name mismatch — The consignee on the B/L must exactly match the importer on the PIB
- HS code errors — Wrong classification leads to wrong duty rates and potential Lartas violations
- Missing origin form — Without the correct COO form, you pay the higher MFN duty rate
- Expired permits — BPOM registrations and other permits have expiration dates
- Value discrepancies — Invoice value must match the PIB declared value
